The Planning Application

We have submitted a full planning application for Scout Moor II to Rochdale Borough Council and Rossendale Borough Council. This follows two rounds of public consultation and ongoing engagement with local residents, landowners, community groups and statutory bodies.

Following feedback received through the statutory consultation process, Cubico has now submitted revised plans and Further Environmental Information to both Councils.

The revised proposals reduce the scheme from 17 to 12 turbines and include updated information on the wind farm and moorland restoration proposals, including assessments of potential effects on the environment, landscape, transport and biodiversity, along with proposed mitigation and enhancement measures.

For ease of access, we have provided a copy of the planning documents on this website below. The applications can also be viewed via the planning portals of both local authorities:

Rossendale Borough Council Ref: 2025/0267

Rochdale Borough Council Ref: 25/00680/FUL

A separate application for works on common land will be submitted to the Planning Inspectorate in due course. This will follow confirmation of the final layout through the planning process, to ensure it reflects both feedback from the community and decisions made by the local planning authorities.

The Councils will now carry out a further period of public consultation on the revised plans and Further Environmental Information, giving residents, stakeholders and consultees another opportunity to review the updated proposals and make their views known.

You said, we heard, we acted.
